The current study to evaluate alternatives and impacts on US
Highway 10 is an Environmental Impact Statement (EIS). An EIS is a full disclosure document used to
evaluate impacts of a proposed action and to provide information to guide
decision-making on a proposed action. An EIS has two parts: a Draft EIS (DEIS) and a Final EIS (FEIS).
The Draft EIS is intended to provide information for
governmental units, the proposer of the project and other persons to:
- Evaluate a proposed project which has the
potential for significant environmental effects
- Consider alternatives to the proposed project
- Explore methods for reducing adverse
environmental effects
The Draft EIS discusses:
- Purpose and need of the action
- Reasonable alternatives
- Summarizes the studies, reviews, consultation
and coordination required to complete this stage of the environmental process.
The Final EIS documents:
- The citizen involvement process (see public
involvement)
- Responds to substantive comments received on the
DEIS
- Discusses alternatives considered
- Identifies a preferred alternative
- Describes environmental mitigation
The US Highway 10 Wadena Draft EIS process began in Spring
2006 with the first Policy/Technical Advisory Committee and first open house
held in June 2006. The various steps
involved in completing the environmental process for the US Highway 10 Wadena
project are shown on the schedule below:
