An
Environmental Impact Statement (EIS) is a full disclosure, decision-making
document required for those projects that may cause significant
environmental impacts. An EIS was prepared in 1988 for the 31-mile
corridor of US 10 from Bluffton to Motley. The majority of this
corridor has been constructed to four lanes with Wadena being one
of the remaining two lane sections. Environmental regulations and
local development including the relocation of the airport have resulted
in a reexamination of the location for proposed improvements. Since
the alternatives currently under consideration were not previously
reviewed a new EIS is required.
The
Scoping Document and the draft Scoping Decision Document are the
first formal documents required under Minnesota Environmental Quality
Board (MEQB) rules for the EIS process. The scoping process is an
early and open process used before the preparation of an EIS. The
purpose of the Scoping Document/Draft Scoping Decision Document is to provide documentation of the
need for a project, define alternatives and identify potentially
significant issues.
The
Scoping Decision Document was prepared following an official comment
period on the Scoping Document. The Scoping Decision Document identifies
the alternatives and issues that will be examined in depth in the
Draft Environmental Impact Statement.
