Overview: Hwy 23/71 Access Management

Mn/DOT is proposing improvements to the 3.5-mile common section of Highway 23 and Highway 71. The project corridor extends from the Highway 23/71 split in Dovre Township to the southern split of Highway 23/71 and Business 71 in the City of Willmar.

The primary purpose of the project is to improve corridor performance/mobility and safety. Click to read more about purpose and need.

Several alternatives are currently being studied for this project, including an expressway option and multiple freeway options. These alternatives will be analyzed for performance and safety, as well as potential social, economic, and environmental impacts. The Scoping Document/Draft Scoping Decision will document the results of this analysis and determine which alternatives will be carried forward for further environmental review in the Draft Environmental Impact Statement (EIS).
